Will not allow me to list items with 'returns not accepted'?

I am listing used clothes on ebay but it won't allow me to list them with 'returns not accepted'? The only option is to accept returns 14 or 30 days - i can see other sellers have returns not accepted so how do I change my preferences as there is no option under Site Preferences > Returns and Refunds.  Ive be trying for hours!

business sellers have to accept returns, it's the law
