What has happened to SECOND CHANCE OFFER

Can anybody tell me what has happened to SECOND CHANCE OFFER.  You could get to by hitting the BID button but it does not appear to be there now.

The SCO is something that appears when the seller completes a non payment case or a cancellation for an item.

The option comes up then for the seller to offer to the underbidder.
