Trying to report a buyer

I am trying to report a buyer who has requested to make a purchase directly through PayPal and scam me, but the Report Buyer option in Help & Contact will not work because the item is unsold on eBay, even though on the Report a Buyer page it states that this is a valid reason to report!

If you have a message asking to deal outside ebay, as you say they will try to get something for nothing.

Not quite what it is intended for but you could forward the message to spoof@ebay.com as contacting ebay impossible.

As you say Report a Buyer BUT they are not a buyer.You can only report a Member when you are in a transaction with them. Do not even reply to this person and Add them to Your Blocked Bidders List.

Thank you, I have forwarded the message chain to that email address and blocked the user. I hope that their account is suspended so no one falls for their technique.
