You're in Sri Lanka, and this is the UK site. Log out, and back into the site you registered on (which will be ebay.com if there is no dedicated site for your country), and use the Help pages and forums over there.

UK registered account and as @rusticrye advises, you will find it a lot easier, with fewer account restrictions if you list and sell through the Global/International > ebay.com < site.
