Is it ok to start selling on this critical situation?
Have you opened a Selling account ? ... check setup is complete and linked to a PayPal account >

You're in Sri Lanka, and this is the UK site. Log out, and back into the site you registered on (which will be ebay.com if there is no dedicated site for your country), and use the Help pages and forums over there.
You mean during the Covid crisis?
Post Offices have never been closed, they all ask everyone to maintain the current 2 metre distancing.
If you add a delivery dispatch time of say 2 -3 days, then you will not have to go every day if you sell an item, but wait 2 days and post mulitple items together. Do not be late with posting.
The situation is changing daily, we can only follow government guidelines, if they change, it is then up to you if you wish to continue eBay selling which of course does mean you have to go out of the house.
There is an eBay promotional offer of a Hermes collection service from you , but it is costly, and to be honest if you are selling just unwanted clearout out wardobe items, clothes etc. you probably would not be able to retrieve the cost involved.
Hope the above helps
