Is it correct that proof of postage no longer covers you if someone says there item didn't arrive?

 I used to sell regularly on Ebay and left for a number of years due to the high fees with ebay and paypal.Now I believe that ebay will make sellers refund the postage cost and the item cost even if you have proof of postage that you posted the item. This used to cover sellers. So the seller totally loses out and is out of pocket? The seller is open to scams and abuse of the system.

I think ebay is not a viable option for me anymore due to the lack of  protection for sellers.

Can someone just confirm if this is correct about the proof of postage situation please ?

proof of posting has never been accepted,

you have always had to have proof of delivery
