How do I make a complaint about a seller?

I requested a refund from a seller and have had no confirmation of this being issued.  The seller has blocked me so I have no option but to contact eBay for this to be resolved.  The seller will not accept responsibility and blaims the courier.  There choice of courier service is NOT my problem and if the seller can't handle basic customer services then I feel they, as a company should be removed from eBay.  How do I contact eBay directly?
