Is there a problem with the "Make Offer" function today?

Most of the items I am selling are listed with the "Make Offer" or "Best Offer" function. Where this is the case, I usually set it up to automatically decline offers below a certain amount and automatically accept offers over a certain amount. Today I have received two genuine messages/emails making offers for two different items. One should have been automatically declined and the other should have been automatically accepted. I have checked the two listings and they were both correctly set up to decline and accept offers. What is going on?
