I am trying to set Buyer requirements but Submit is greyed out. How do I reset my buyer requirement

I am trying to reset my Buyer Requirements and the form does not activate the "Submit" button.  Any suggestions?

you have to activate at least one of the radial buttons at the bottom

I have turn on and turned off both and each of these individually, still the "Submit" button remains greyed out. I am trying to block buyers that have unpaid items.
