Basically if it's been a long time since you last listed anything for sale on the site then you'll be treated as though you're a brand new seller with no selling experience, hence the reason why eBay have reduced your selling limits to the bare minimum, as given to new sellers who are listing for the first time.  However, although you've used up all of your current allowance, your listing allowance will be renewed again on Monday 1st February 2021, in which case you can list up to ten more items for sale, or until you've hit the maximum amount that you can earn from sales per calendar month, whichever comes first.

If you get back into selling on eBay on a regular basis then your selling allowance ought to be raised so as to allow you to list more items for sale per calendar month, and eBay will also increase the maximum amount that you can make from sold listings per calendar month.

Everything you need to know about selling on Ebay, including selling limits and how they work, is in the Seller Centre.  You also have the Help pages with their integral search to refer to.
