I have a listing with 249 views and 9 watchers. Says so on the app on my phone, too. However, everey time i go to send an offer, it says i have 1 watcher? Which is it, 1, or 9? Why does it not send offers to 9, watchers. I have had the same problem, with other listings. Any advice?

Ebay can only send offers to watchers who've opted in to receive them. They can't be sent to anyone else, as it would breach strict data protection laws. And thank goodness - I get enough annoying spam in my inbox every day without being bombared with offers from all the many sellers in my Watch list.

you don't get to send an offer to all your watchers,
ebay decides which watchers can receive an offer,
this is to stop members being bombarded with offers from lots of different sellers
