Error "You can't cancel this order just yet."

Hello,

I have the order that didn't receive the paymet. Now I need to chancel this order. When i perform cancel action I see only error message "You can't cancel this order just yet. You need to wait a few minutes before you can cancel. Not to worry, there's still time. You have 30 days from the time of purchase to cancel." But this order was placed 9 Jan 2021, long time ago.

The interesting thing is that the buyer's dashboard shows that the order is payed already. My dashboard show that I didn't received the payment.
