Why is ebay preventing a buyer from bidding on more than one of my items when I have no restrictions in place? Very irritating...
What are they trying to bid on? You have nothing expensive that would use up a new members bidding allowance.
Are you sure you have not restrictions/ What about bidders with 2 or more unpaid strikes?
Have you tried looking in ACCOUNT > Site Preferences > Buyer Requirements > Activity Log. That should show all blocked Bids with the reason.

If you have no bidder requirements set on your account then maybe the buyer is a new or infrequent buyer and they may have a limit on how much they can buy until they can prove themselves to be a responsible buyer who pays for items etc .
If you don't have any buyer restrictions in place http://offer.ebay.co.uk/ws/eBayISAPI.dll?BuyerBlockPreferences it may be the buyer is limited in their purchases.Are they a newish buyer?
