To be able to sell on eBay as a business seller I have to complete the "Set up your business selling account" screen (also says "Tell us more about your business"), however every option in the legally registered business type dropdown except sole trader (which isn't correct as I'm a limited company) requires a "Federal Employer ID Number", which I obviously don't have given that I'm entirely based within the UK.
I created my account from the UK eBay website, and my account shows as registered in the UK, however I'm unable to sell anything as I need to complete the aforementioned screen to be able to sell, which requires an FIEN which I couldn't possibly have.
The only way I can see to even bypass the screen is to say I'm a sole trader, which I'm not, as that option is the only one that doesn't require an FEIN.
Enter > Sole Trader < to bypass this problem seems to be the eBay answer ... see this post >
An FEIN number is a US requirement, so you must be trying to list on ebay.com. List on ebay.co.uk as you should be doing, and you won't have this problem.

Try putting your post on the discussion forum under business seller.
I'm sure this point was raised not too long ago.
