No to the first two, and can't answer the third as I don't what you mean by 'concierge' in the context of Ebay.
What browser are you using...? If IE, note that it hasn't been compatible with Ebay (or any website) for a long time now. I use Firefox, and don't use the app. Others seem happy with Chrome and Edge.
If that isn't the issue, try the usual: Log out, clear your History etc, reboot your device, and log back in.
