As you rightly pointed out you want to increase your selling limit not your buying limit.
You need to work your way up by selling more and getting more positive feedback.
With 0 feedback you're unlikely to have your selling limit increased.
no, you can't 'buy' an increase in your listing allowance, limits are increased once you show you are trustworthy
