I sold a pair of boots size 6 and a half. My buyer has requested a return because they are too small, claiming they are more like a size 4-5 which is ridiculous, they were defintely a size 6 and a half so I have listed them correctly. I am willing to accept a return but not willing to pay for the return postage. When I hi-light accept return it says estiamted refund £8.50 which was the price of the boots (not including postage) so does that mean I don't have to refund the postage costs. I don't see why I should because there is nothing wrong with them.

If they have used "Doesn't fit" as a return option you are within your rigts to refuse the return if you are a private seller with No Returns on your listing,
If the buyer opens a NAD case you will have no choice but to accept the return and provide a return label at your cost if you want to get the boots back.
Not providing a return label will enable buyer to escalate the case to ebay after 8 days and by then ebay will force the refund, you will lose your selling fees, and gain an account defect.
Not fair I know but that's the way ebay works.
I'm afraid you don't have a leg to stand on. You're trading illegally (by not being registered as a business seller), and consumer law states that a buyer can return an item to an illegally-trading seller for any reason at all, and in any condition at all, for up to 1 full year and 30 days, for a full refund of their original payment, and the trader has to pay their return costs too. The law doesn't reward those who break it. So accept the return, regardless of the reason chosen by the buyer.
Anyone who makes, grows, refurbishes, or buys in (new or used) items to sell, is a business and must be registered as such. Not only an Ebay requirement but the law. Note that there is no such thing as a 'hobby seller' in this country, and how much or how little you sell or make is totally irrelevant. Private accounts are ONLY for those selling off their old no-longer-wanted possessions from wardrobe and attic. For confirmation, go to Ebay's Seller Centre (link at foot of any page). I would advise you to upgrade your account from private to business (takes seconds) as a matter of urgency, before you find yourself in big trouble with Ebay and Trading Standards. Most buyers are savvy these days, and your particular buyer may be one of them and may already have reported you.
What type of case has your buyer opened? If not as described, you will need to pay for return postage..
As a Private Seller you don't have to accept a Change of Mind/Item Does Not Fit Return. You could Refuse, is up to you. Yes Buyer Pays Return Postage. You just Refund his initial Payment.
Be aware that Private and Business Sellers do have to accept Returns for Items Not As Described/Faulty. You would also have to Pay for the Returns Label.
