Open an Unpaid Item case from the transaction, and close as 'unpaid' after 4 full days to get the selling fee credited back to your Ebay account. You'll then be free to relist (but add the non-payer's ID to your Blocked Bidders List first). The buyer will get an Unpaid Item strike placed on his account, and will be blocked from leaving feedback.

Tighten up your Buyer Requirements (in Account...Site Preferences) to lower the risk of getting non-payers and other rogue buyers in the first place. Pay particular attention to the one which blocks those with 2 or more Unpaid Item strikes in 12 months.

Everything you need to know about selling on Ebay, including what to do when a buyer doesn't pay, is in the Seller Centre (link at foot of any page).

Open an Unpaid Item Case in the Resolution Centre..Close on day 5. Your Ebay Final Value Fees will be Credited back to your Seller Account. The Non Payer will receive a Damaging Unpaid Strike on their Account. 2 of those and he will be Blocked by Most Sellers who can Block Buyers with 2 or more Strikes in Twelve Months.

Put him on your Blocked Bidders List..Account Drop Down Tab >>  Site Preferences >> Buyer Requirements.
