In a nutshell, two different accounts were making offers on an item listed as 'buy it now or best offer'. I noticed that the offers (low) were in fact coming from the same location, the exact same location, same postcode (Ebay shows postcodes on offers). I became suspicious of this, why would you be making different offers from the same address? I noticed that one of the members had made a very low offer on the item the previous time it was listed, on that occasion I made a reasonable counter offer, which I made clear was the absolute minimum I would be prepared to take, the offer was declined at that.
Concerned that something might be amiss with opposing offers from the same address I added both member Id's to my blocked bidders list. Shortly there after the item was purchased for the full amount by an account created within the hour and......you guessed it from the same address.
I rang Ebay CS and explained that blocked bidders had created a new account for the express purpose of making a purchase by avoiding a block. I asked if the transaction was cancelled could this brand new zero feedback buyer still leave negative feedback. They explained they could but in this type of situation it would be reviewed and most likely removed.
Given the suspicious activity, the new zero account and the value of the item I cancelled the sale on the basis of suspicious activity from three separate accounts at the same address. Low and behold I have received dishonest and frankly defamatory feedback claiming I was 'very abusive' - there is no such communication.
As instructed by CS, I input an Ebay feedback review and have this morning received a standard message stating Ebay have left it up to the buyer whether to remove feedback or not ! 8 years of exemplary feedback gone to a malicious negative.

Here's an update to this 28/11/20 : Ebay say that the feedback is ineligible for removal - absolutely disgusting.

You can also stop buyers from bidding on or buying any of your items. Just add them to your
blocked buyers list. They'll be blocked until you remove them from the list.

Additional info: Malicious negative feedback has been left. The buyer resides at the same address where I had previously blocked two Ebay ID s. In violation of Ebay policy, the buyer created a new Ebay account to circumvent the blocked bidder status and buy the item. The sale was cancelled as soon as it became apparent the address of the new buyer is the same as the other blocked Ebay Id s. In addition, an untruthful and defamatory statement has been made about me, namely seller was very abusive - no such communication was ever made. Buyer subsequently insisted I send the item or bad feedback would be left.
