I have a valuable gold bracelet to sell and want to charge the buyer for royal mail 24 hour tracked and signed. How do I change the rate to include this as the simple delivery shows only £3.50 for delivery which is ridiculous

If you are being shown simple delivery to post your order (even jewellery) then you are covered in the event of loss up to £750 via eBay. In the event of loss the buyer would open a item not received case and you would not be liable.
technically eBay state that jewellery is not covered but a moderator on the forum clarified this wasn’t the case earlier today.

I haven't seen any updates today from the eBay Community Team regarding this but here is their earlier statement on the matter:

Hi All,
Providing an update that we are currently having this looked into by shipping and the tech team. In the meantime if sellers send such items with Simple Delivery as that was the option that was given to them then the transaction will be protected by eBay.
Thank you,
Kat'
Note, if you were using custom postage as opposed to Simply Delivery then 'Royal Tracked 24 Signed For' would only provide £75 compensation. For anything higher you would need to use 'Royal Mail Special Delivery'.
