They ask me couple of question like as phone number how many product want to list , then they its activate what nothing happened again

As a new seller have you registered for eBay's Managed Payments ?
You may be prevented from listing an item, because you have not fully or correctly registered with eBay's Managed Payments.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.

If there is an issue with the registration you'll need to contact eBay Customer Services again, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

I assume from your username that you're planning to sell food items. Are you registered as a food business with your local authority and do your items comply with eBay's food policy? I think I remember several posts from food businesses about 12-18 months ago about compliance holds but those posts may have been about the CBD stuff (I can't remember now).
