Usually early morning.

You need to request a callback as there is not a number to phone.

With the link provided below, best time is 8 a.m.  on weekdays, sometimes 9 a.m. on weekends, when live agents first come on duty,  and more often than not it's Ireland.  As it's a Call Back option,  you'll hear if it's the dulcet tones from the Emerald Isles.

 

I also recommend,  only speaking to them.
