offers and buyer's fee

Could anyone explain how buyer's fees are deducted when:

1. buyers send me an offer when "send an offer" button is activated

2. I send offers to all watchers of a particular item

1. when the buyer sends you an offer, the BPF is deducted from the total (so you receive *less* than they've offered)

2. When you send an offer to the buyer, the BPF is added to it (they see a larger total than the one you sent)
