ebay over charging on fees

can any one help i  and have just noticed i did not get the discount on ebay fees on 2 items one on the 9th Feb date listed and one on the 2nd of Feb cant find any way to contack ebay about this

Were these itemss actually Listed during the period of the activated promotion?

If they were listed before the promotion appeared and activated,  and only sold within the promos period , that does not count,  it does not comply to the promotion's T & C's.
