Okay I am officially freaking out right now because I've received this message and the only form of ID I have in the UK is a Proof of Age Issued by CitizenCard from the Post Office.
I cannot afford a passport, I am a disabled person living on a low income, this is the only form of ID that I have. I don't have a drivers licence or a residence permit. I had to sell multiple items on eBay to pay for rent and other payments due to low funds to simply get by.
What can I do here as this has caused me great unnecessary stress that I certainly don't need in my life.

Phone Ebay and ask them... open a chat via the Help pages and repeatedly ask for "phone me", "agent", or choose the "other" options, until they offer you a callback. Then explain your issue.

Ebay will accept other forms of ID (not sure about proof of age card). If you don't have photo ID then you will need 2 other forms of ID, preferably government issued, such as your birth certificate and council tax bill. You need to ensure that your name on the ID exactly matches that on your eBay account.

How quickly can this be addressed? I am really in a n absolute panic right now because my rent is coming in soon and I need those payments immediately.

Thank you but I can't hold my hopes on this, I need those payments immediately in order to pay my rent.
I don't have a council tax bill as I don't pay my council tax, I do have a birth certificate somewhere but it is old and worn
I'm sweating with panic right now this is terrifying that I have to go through this

You have not sold anything for a long time, then sold 3 pricey items in a very short space of time.
It was always possible that your payments would be put on hold and these recent sales will have prompted the request for ID.
You will need to find an official letter of some description (bank statement - which can be printed online, a letter from HMRC or DWP, a bill) and another form of ID. It won't matter if your birth certificate is in a bit of a bad way as long as it is the original document.
Get your documents together and then as advised, contact Customer Services.

When uploading the bank statement documents which selection should I choose?

I did not say your Citizen Card would be acceptable - you will have to speak to CS.
I think you will need a bank statement with name, address etc. Use the bank account linked to Ebay.

Do you qualify for a free bus pass? A bus pass is an acceptable form of ID in many circumstances.
It's not an immediate solution to your problem, but it may help in the future.

Ebay have not asked the OP for their NI number, they have asked for photo ID.

To add to the other Forum members advice given.
Do you have any Official ID with a recent photo etc & did you get a proof of ID for voting?
It would be easier if eBay got the necessary ID & Bank details, credit card, telephone etc BEFORE an eBayer lists items to sell, this would stop all the stress caused by Payments being put on hold.

They want your National Insurance number.
it’s Government directives, not eBay and if you were on ETSY or Vinted it would be the same issue. It’s all about the Government collating online sales information using Ai and cross referencing to Tax Returns to catch people out.

The OP has not been asked for their NINO, they've been asked for their passport or driving licence.
