We offer free returns on all items, our buyer is from UK mainland, why is he being quoted a ridiculous amount for a 1kg small item, ebay charge us too.. What is going on?

It doesn't say that at all. Free returns, though I've not looked at that many, but the first dozen or so are indeed.
Maybe it's something to do with buyer location?

Is that a buyer screen print?
I'm assuming so.
But I think that you need to contact Ebay. though it is possible that the buyer is having you on as well. So do bear that in mind.

Our listing as with all our listings are free returns, seller pays.
Is it possible ebay isn't showing this to some people?

The buyer is in Nottingham UK.
It's a big reason for us to get battered with returns as if the buyer chooses "item not as described", it's showing as a free return.
This is quite messed up.

For any case opened for the reason item not as described the seller always has had to pay for that fully tracked return postage, if they want their item back first, before refunding.
