I refuse to give my bank account details to E bay, I will not allow them to withdraw money from it in the event of a buyer dispute where they always find in favour of the buyer even when wrong!
I have e mailed FOUR times to close my account but they harassed me because I had withheld funds they stopped! I didn’t post the item and told the buyer E bay had her money and not me!
I even told them personally on the phone and was told a bank account was the only way to get my withheld payment. I told them again to close my account!
thier charges on buyer protection are stupid and finally killed E bay!
if E bay follow this……. CLOSE MY ACCOUNT AND LEAVE ME ALONE!

If delivery didn't happen it's not your money anyway and a claim is made from the carrier.
And who do you think bought the item which has been listed to be sold ?
Maybe its down as a Private Seller whose 'stocks' are personal belongs rather the inventory which Business Sellers list.
But it sure as hell its not ebays stock , who hold the monies until 'Later' (If Feedback was that great, then why is Feedback for ebay not facilitated for).

So you haven't lost any money and don't owe ebay any money. Ebay won't close the account for 180(?) days in case of a claim against you, which won't happen if you don't sell anything else.
After the days have passed you will be able to close your account without any problem.

OK. You are getting a bit rude too people who have just tried to help you. You talked about a situation whereby Ebay might take money from your bank account and I responded to it. I have paid attention and made practical suggestions to help you. Sorry i bothered.

You can apply but they won't close it immediately.

That’s not what I was told on the phone by E bay.
When I said I wouldn’t give my bank details I was told then that I could apply to have my account closed.
You can apply to have it closed, it may take a while though, it's all explained here:

How have you got a selling account on ebay without them having a bank account number for you?
I'm sure when I originally joined way before paypal was a thing, when registering as a seller, I had to supply a bank account number in order to be able to sell and the T&C's clearly stated if you closed your account ebay would still have access to your account for 6 months.
Can you now set up a selling account without providing a bank account number?

Back in the days before PayPal, and during the PayPal era, bank accounts were not part of the registering for selling process. Now they are:

Firstly, it IS a simple matter to open another bank account, very easy if it is with the same bank. I have a current account with the Halifax, I recently opened a 2nd current account, did it via online banking in about 10 minutes.
Secondly, what was the point of your post, you are not looking for advice from the people here, who are all just ebayers like yourself, you have just been dismissive of helpful suggestions and frankly very rude.
Thirdly, starting a post here saying you want to close your account is pointless. If your buyer has been refunded for the item you did not send and your account is clear, just click on account - seller account - account preferences - and select 'close account' from the drop down menu. As others have said it may take a bit of time before it is finally closed but once you have confirmed you want to close it then you don't need to bother with it again, it will close automatically in due course.

Simple ignore it it's the only free choice you have.
You can also ad any emails to the junk list.
Unless it's messages you are talking about.
Then yet again if your not dealing with eBay, then just leave it alone delete the app.
I'll not expect a response as your leaving ebay alone
