So I set set buyer requirements so no one with 0 feedback can bid and also blocking those bidders when they do but they are still bidding and their bids are still accepted I contacted ebay by phone about this before and did as they said but it's still happening and I keep getting 0 feedback people outbidding everyone and then cancelling the sale, any advise on how to stop this appreciated?

I didn't think you *could* block 0 feedback bidders?
(there is a setting where you can block low feedback bidders from bidding on several of your items, but not just bidding on a single item)
However, we all started off as 0 feedbackers; why not give 'em a chance ?
If you are selling 'scam magnets' (phones etc) however, come back for advice !

You cannot block 0 feedback buyers.
We all started with 0 feedback, put yourself in that buyer's shoes, you see a lovey item on eBay, but cannot buy because eBay have a block the seller has used, because you have 0 feedback.
eBay spend millions on advertising to bring in new members, they are not going to then allow sellers to block them from buying.
The option you are seeing.... Only apply this limit to buyers with a Feedback score of: 0 applies to certain conditions, which are:

Hi, Thanks for your reply I was told by ebay to set buyer requirements to 0 FB to stop this happening but maybe they did not understand the settings as they didn't seem too sure I understand we all have to start somewhere but this keeps happening with buyers that often join ebay 1 or 2 days before and intentionally outbid people and then cancel I reported them to ebay as it may have been the same person who kept messaging me trying to buy items much cheaper than listed but blocking them stopped that.
If I set buyers needs 1-2 FB will that stop buyers with less FB bidding as I said the ebay person on the phone did not seem that clear on what the settings do.

I'm afraid eBay CS especially if you're unlucky and do not reach the Dublin call centre, do offer very inaccurate information, your answer from them is an example.
You cannot block 0 feedback buyers.
As said list those items in a Buy it Now format with an immediate payment selected. The item then remains on sale, until that payment is made, so therefore others can jump in and buy and pay, the item is then theirs.

This is not about non payers it's about people out bidding everyone else and then immediately cancelling the sale, if I can't sell by auction because people trash the sale then it's a waste of my time selling on ebay.

No, that is not what that setting does. It only blocks bidders who have already purchased from you; i.e. the following would block buyers with a feedback score of 5 or less who had already purchased one item in the last 10 days:
There isn't a way to block buyers based solely on their feedback score.

No offense intended but don't sell on ebay then, what your selling is a scammer magnet it's a tech item, and ebay will not miss you in the big scheme of things,
They wont miss me and i actually generate then money.

The answer then, is as said, to list in a Buy it Now format with immediate payment.
If item is sold and no payment forthcoming, it remains for sale until it is paid for by that buyer, or by another buyer.
You are not selling items which do not have a ' ceiling value' , so list it for the price you want to receive.

I do believe years ago you used to be able to block users with less than x feedback from bidding. Back then it would have been a way of preventing non-paying bidders, because you could bid without having a payment method on record, as you could pay via cheque, postal order (who remembers those?), even cash sent through the post, etc.
But that shouldn’t be needed nowadays.
eBay has systems in place to monitor bid withdrawals, etc. So anyone abusing the system should only be able to do it for so long before getting penalised. I don’t know how well that works in reality though.
