I am looking at potentially selling a few TVs on my account. I was wondering, those with experience of selling such things (or anything via collection only), what is generally the safest way to go about the transaction?
If a buyer decided they want to buy, are they paying thing eBay? or is it cash only. What is the security in place here to protect both parties? Due to the weight I would not be using postage.
I am aware a lot of this information is probably viewable within eBay's policies, but was hoping for some advice from people who have dealt with collections frequently.

In theory, yes. There are circumstances when a payment may be reversed if a buyer is setting out to part you from your item and money.

Cash on collection is no longer allowed.
Collection items are covered by the money back guarantee like posted items.
You must get the collection code off the buyer before letting them take the item.
Do not agree to post an item listed for collection only, or vice versa.

Can a collection with the payment being made on eBay open me up to potential risks of fraudulent buyers? no cash in collection seems like a riskier move for the seller.

So in other words, eBay is no-longer worthwhile for expensive items upon collection. Got it, thanks a lot for your help.
