Or, as it's still early in the morning, your payout may just need a little more time and can proceed to clear for you nearer later in the morning , that was the usual for me.

I have daily payouts and they usually come through straight away around 3am, this morning its gone from balance but not in my account yet.. which is unusual

You are a Private seller, ' billy' is a Business seller, the payout system is totally different, it may or may not be connected.
As I said, this early, payouts have before been delayed until later in the day, then released.
Why? No idea, but it does happen, wait till a little later if your account complies to the T & C's I have shown above which apply to Private accounts under Simple Delivery ( Business accounts do not use this), I'm sure your payout will clear later today.

We are a business seller and have also not been paid yet. There is clearly an issue with eBay’s system.

Today seems to be a day Ebay has decided to pay everyone whether or not they asked to withdraw money. I think they do this monthly.
I usually receive funds in my bank within minutes of requesting it, today their automated payment has been "in progress" since 7am. I suspect they have overwhelmed their own system.

As advised, Ebay pay out every seller with funds on a three monthly basis and today is that day!
So, there will be a long electronic queue - and lots of sellers thinking 'Why have I been paid? I didn't request my funds.'

Spoke to ebay, and their comment is this:
"eBay UK has an automatic quarterly payout for available funds on the first Tuesday of January, April, July, and October, if you don't manually withdraw them. We initiate payouts for millions of sellers at the same time on these given dates, and due to this, it may take a bit longer to be credited. But you should see the money credited to your bank within a maximum of 2 days."
That may or may not be true - you never know with ebay replies. But it makes you wonder why they haven't staggered those withdrawals with different people getting them in different months. Why do everyone at the same time if you are going to bring your system to a standstill? Utter ridiculous.

Now, they're blaming the bank, saying they can't cope with all the ebay payouts on one day. Funny how they manage to deal with everyone getting their salary on the last Friday in the month.

It is correct:

This only happens 4 times a year. To stagger payments (not withdrawals) would be hideously complicated, and would certainly take more than a single sentence to explain.
It does mean payments are slower than normal which may be important to some.

I have contacted customer service and got the "banks can't cope with this amount of payments in one day" reply. I asked how he thinks they cope on the last Friday I'm the month. He said payment has been sent. It hasn't. And if payment had been sent, we would have got an email to tell us so.

We have had these three monthly payments before, it is not a new thing. In the past, I've gone into my account at about 8am and found the payment has been made and the money is already in my bank. This time it has already been processing for eight hours. This is a new problem.

Anyone know why they feel the need to do it at all? What problem are they trying to fix? I doubt if I am unusual in taking any payments on a daily basis. Maybe some people wait until the weekend? But how much money is accumulated from people that leave their money for three months? And even then why is it a problem?

Rest assured, there is nothin to be worried about. As once we initiate the payout, it typically takes 1–3 business days for the funds to clear into your checking account.
Which is the maximum time frame.
Me: My experience is that payouts take about five minutes at most to arrive in my bank account. Nine hours is exceptional.
I totally understand your Conner here. The payouts is currently in processing maybe due to the bank server issue causing delay with the delay in payment being processed.
But as shared above, there is absolutely nothin to be worried about as you are still under the time frame of receiving.
With that being said, if in any case the payout is not sent to you within 3 business days. Kindly get in touch with us again so that we can help you further in tracking the payout and also help you with the bank transfer letter.

PS what's a bank transfer letter and what is it to do with my getting my payment? Sounds like American terminology?

I'm sure it is coincidence, but within half an hour of contacting CS and being assured there is nothing to worry about, my payment came through.

Just to add my 2 cents, my payout was also really late yesterday so prob was an off day
