Just had a potential buyer from the USA making an offer on one of my items. I replied explaining that GSP was suspended. However the fact that this buyer was able to make an offer leaves me uncertain as to the current status of GSP to the USA. Advice would be welcome. Thanks

I've just scrolled through my sales. I had items going to the US in May and June too (GSP).

I too had an issue with a US sale and Customer Service was useless. Luckily for me, my buyer was a repeat buyer and was willing to wait when I explained it was about the tariffs. After an email from eBay (18th July) about updating where the item was manufactured, we tried again and the sale went through yesterday.
This was the email if anyone is interested:
We’re reaching out to inform you about selling to buyers in the United States through the Global Shipping Programme. Currently, your listings may not be available to US buyers if they’re missing the country of manufacture (also known as the country of origin). To ensure your items are visible to millions of US buyers, we recommend updating this information as soon as possible.
Learn more about customs requirements when shipping globally, as well as how to find country of manufacture information.
How to update your listings
For each item you'd like to sell to US buyers:
1. Check the product label or packaging for the country of manufacture. If it’s not labelled, you can search online or refer to the manufacturer’s website.
2. Enter a valid country name in the “Country/Region of Manufacture” field in your listing under “Item Specifics.” (Don’t select “Unknown,” as this won’t change the availability of your listings.)

Your buyer paid and international tariff and an unnecessary buyer protection fee. Lets hope they don't work this out.

Would they not have seen this before finalising at the checkout?
Looking at the order details they were not charged Buyer protection fees but were charged Sales tax and I was charged a transaction fee due to it being an international transaction.

GSP is currently available for select listings, which is why you would see some sellers able to ship with GSP. However, not all listings are available at the moment, which is probably why your buyer is not able to place the order. I wouldn't be able to confirm when will GSP be available for all listings again.
We will continue to work on ensuring that GSP service coverage is maximised, as customs requirements evolve. Until then, if you are not yet seeing GSP coverage for your item and wish to list items for US buyers, you can specify a shipping service to the US.
