I am baffled by the new send offers function to sellers I can not see how to send the offer to buyer

I can not seem to understand the new Send offers to buyers function imposed by eBay without any warning or consultation or guidance on how to use it, Any help would be appreciated, Something that was easy and worked has now been replace by something hard and difficult to use, Thank you,

How are you accessing Ebay? If you are using the Ebay App try using a computer.

Using a laptop and using Seller Hub I am not seeing any difference in sending offers?

(Actually there is a small difference. On my list of active items, any that can have offers sent out have a button to the left of them for that purpose.)
