GSPR comes into effect on the 13th December. Like many other seller I have removed EU and will remove NI as places I will sell to on ebay. Whilst I know this law is totally beyond ebay’s contral, the effect on business sales and hence ebay’s revenue on these sales must be significant. Is this one of the reasons that ebay seems to be refusing to make the illegally trading business sellers trading as ‘Private’ move to a business account as they should be, as all their sales to these countries would also disappear?

Its confusing and nobody seems to know what is going on but I'm under the impression it is only products put to market after the 13th so anything that was eu compliant as of that point is fine. But again dont take my word as fact.
This is taken from the .gov website, its regarding Northern Ireland but I heard the same for EU I just cant find the bit.
The GPSR includes transitional arrangements for products that are already on the market. Article 51 of the GPSR ensures that products already on the market in the EU or NI and which are compliant with the 2005 UK GPSR, as it applies or applied before 13 December 2024, shall continue to be made available. This includes existing stock of product lines that are already on the market. No action needs to be taken for products that have already been placed on the market in NI before 13 December 2024.
Now to me this reads that you dont need to worry unless you are providing brand new items but I'm waiting for someone to tell me otherwise.

Yes and also if you don't have to worry, do you still need to appoint an "EU responsible person" for those items?
Additionally, how are they going to police this, do we need to mark packages with something to ensure smooth passage through customs...?

I'm pretty sure you dont have to do anything fullstop so just carry on as you are. No doubt it will play out in time and make more sense much like the ioss situation but if you are not selling new items just ignore it is the advice being given.
Go to that well known video site and search for 'eBay & GPSR - Should we be worried?'
These 2 are knowledgeable and have contacts at ebay.
