Feedback is public, ebay says I can't sell because it's private..

My feedback is public yet ebay won't let me sell an item because it says my feedback is private, how do I contact someone to get this sorted out?

Can I presume that the if the toggle to either "Visible to everyone or Hide" is not coloured blue, then my ratings / comments are not hidden and are indeed 'Visible to Everyone'  ?

I know that's a logical position, but just checking in case I've misunderstood something !
