Because the buyer is making an offer of the total amount they'd like to pay, you end up paying the Buyer Protection fee part. What I do in these situations is to counter offer £1 more, which throws the ball back in the buyers court and if they accept the offer they end up paying the fee.

That’s very strange. I could understand £50, as that is the amount difference. But why 39.99, and why is it in US dollars as well?
Is it perhaps a sponsored listing? Just a guess – it still would seem strange, unless the ad was at about 30% rate.
BTW you should report you own post and get the image removed, as it is revealing a user’s details.
In future, you would need to edit any photo beforehand to remove any sensitive information (username and postcode in this example).

If you wait till 8 a.m. today to contact Customer Services, that's when the lines for ' live agents open' and there's also more chance of Dublin answering. They can explain any fee/ transaction, and why it's showing in US dollars.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

This is happening on the US site as well with that erroneous cost information showing in both Offers and on Order Details pages.
It looks to me like eBay has messed something up with the new Cost Of Goods Sold feature they announced at eBay Open last month.
The way it's supposed to work is that if a seller chooses to enter their COGS on the listing form, that information is then displayed in various places across order details, offers, financial reports etc. to help the seller get a better idea of their profit (it's of course not a complete picture because there may be other overhead expenses not captured there).
It's on a slow rollout so not all sellers have the option, but if you do, it would be under See Pricing Options
It appears eBay may somehow be showing cost data in error in situations where the seller has not actually entered their own information in that field and/or where the seller doesn't even have access to that field on the listing form yet.
It's not clear yet where eBay is getting the numbers they are showing. At first it seemed it like it was a default or test data of $3 but there have now been reports of random other amounts - and alarmingly at least one seller has been told by support that it was because they did a "sell similar" from another seller's listing so the information that other seller had entered was copied over.
If that's true, that's a whole other kettle of fish because it would be a big problem if eBay was revealing a seller's cost of goods to their competitors that way.
We're still waiting for answers from community staff on the US boards so hopefully between them and Marco we'll get more info soon.

I've just checked for you, and because there was no transaction placed, I couldn't find the cost you're referring to.
I've checked the offer, and I can see it was sent by the buyer, but when I double checked the breakdown of the offer, there was no cost for that amount. I've sent you a private message with the details of the offer due to it containing private/sensitive information. However, if you have any records of that cost somewhere like a screenshot or something like that, please reply to my DM with it, and I will take a further look no problem.
