I agree with the concerns of sellers on EBay re their payment being withheld until buyer receives the item! Although I always send my items by a tracked delivery this is still a concern.
Just wished to let you all aware of the following if it hasn’t already come to sellers attention:

There is no requirement to complete a self assessment or register as self employed if you are genuinely selling your own personal items... you are not trading by doing this... there is so much confusion around this and it is frightening people.
The selling of Personal possessions is not trading unless an item ( asset) is £6000 or more - then Capital Gains Tax could kick in.

payment is not being withheld until the buyer receives the item. It is withheld until a) the delivery is confirmed by the tracking or b) after 14 days.

Apparently they have changed it again ... untracked mail for items £10 or less funds will be available 24hrs after positive feedback is received...
as per eBay...
As part of Buyer Protection, starting from 4 February, a fee will be included in the item price when purchasing from private sellers, paid for by the buyer to eBay. Buyers will only ever pay what they see, so there are no surprises at checkout.
Starting from 4 February, UK-based private sellers will also be paid after item delivery. Funds will typically be available in your eBay balance two calendar days after delivery confirmation. Pending funds can also be used to buy postage labels and refund buyers.
We know it's important for you to get paid fast, so we recommend private sellers use a tracked delivery service, either through Simple Delivery or arranging for local collection, to get your funds as soon as possible. Using tracked delivery services can also provide a better customer experience for your shoppers, and for you, with sellers seeing a 50% decrease, on average, in buyer complaints and queries when using tracked delivery*.
We’ve also heard your feedback and understand that shipping costs are particularly top of mind for low price items. When you’re selling a single item for £10 or less, and it’s sent untracked, funds will now be available 24 hours after you receive positive buyer feedback. This will be live by the end of February.
Since the launch of Simple Delivery, we’re excited to have added Royal Mail as an additional delivery partner. We will continue to evolve our Simple Delivery offering, with even more features set to launch in the coming months to further simplify the shipping process for private sellers.
What’s changing for business sellers?
Starting from 4 February, as a business seller, Buyer Protection is included for free for you and your buyers. They’ll get the same protection, without any additional costs.
When it comes to payouts, nothing will change for business sellers, who will still receive payouts as they do today.
We’ve also heard your feedback and know it’s important for business sellers to have a fair and equitable marketplace. So, we’ll continue to monitor trading activities on eBay, to help business sellers using a private account transition over to a business account, or restricting selling activity as necessary.

If no feedback received for untracked it would revert to the 14 days anyhow.... I think it was a move by eBay to try to " appease " and show that they are "listening?" to the " disappointment by private sellers, however I think they have not correctly " heard?"
