Can't withdraw my funds. Why is Ebay not allowing me to withdraw my sales receipts?

I recently sold an item and Can't withdraw my funds. Why is Ebay not allowing me to withdraw my sales receipts?

The so called 'NEW ' process says there is a 'Withdraw' option in the sellers hub which we can opt for at any time to transmit funds to our bank accounts. . If there is, it is well hidden. i have spent over 2 hours trying every screen I can find and there is ABSOLUTELY NO WITHDRAW OPTION.  This suggests to me that Ebay are deliberately witholding funds.  Why ?

Second agent agreed once item delivered and buyer happy I could 'phone Ebay and funds could be withdrawn within 24 hours. After getting the buyer to do what Ebay said (feedback and confirmation Message being happy) I 'phoned Ebay - no easy task, and third Agent contradicted the previous agent and confirmed 14 days from payment by buyer.

This looks very like Ebay wants to use our monies, such as this, as Cashflow! I really miss the good old days with Ebay.
