Received message from EBay that Buyer wants to return Sandals he purchased from me for the following reason:
Return reason: Doesn't fit
Comments: Great sandals but rubbed the skin off my ankle bone just walking around the house. Straps are thicker/higher than my previous tevas.
EBay offered 3 options to me
Accept - Buyer pays for Return Label
Decline - Close case and Buyer keeps item
Offer Partial/Full Refund - Buyer keeps Item
Do I have any other option, because they are Not Faulty/Damaged/ or Not as Described. Buyer says "Doen't fit" they say the straps are higher/thicker than on the same brand he previously owned, which is unfortunate.
Appreciate help on this one.

As a private seller, you don't have accept a return for the reason 'doesn't fit' however the buyer was honest enough to choose the correct reason, they could have claimed 'not as described' leaving you no choice.
It's entirely up to you if you wish to accept or decline the return.

There should be an option to just decline , but I would accept them back and re list them .

The Buyer has worn the sandals enough to break the skin, so they are now unsellable.
I am surprised eBay expect the Seller to except a return with this health hazard.
I would send a copy of the Buyer's message stating the sandals had been worn.

The OP is a private seller with "no returns" specified. As their buyer has requested a return for a remorse reason (Doesn't fit) the OP can decline their request.

Unfortunately you have no choice. It is very frustrating as a private seller. They do not give us the opportunity to grow a small business. We help to make money for ebay.

As has been pointed out they do have a choice. A private seller can decline a return request if the buyer has selected a remorse (change of mind) reason and the seller has specified "no returns".

A business - regardless of size - should be trading via a business account. This is the only way a business can trade legally and in compliance with eBay policy. Businesses - with only a few exceptions - have to accept remorse returns within a minimum 14 day period following delivery. Private sellers are not businesses.

Were the sandals new or used? If they were brand new, & the buyer returns them to you with signs of wear from the ankle issue, or from galumphing around the house, presumably you would not have to offer a refund under those circumstances?

You need to take the second option.
You decline, the buyer keeps the shoes and the case closes without them getting a refund.
