As the title suggests, please read below.
Starting from 4 February, Buyer Protection will be live to give buyers more peace of mind when shopping on ebay.co.uk. To minimise any potential disruption on our platform, the Buyer Protection fee will be gradually rolled out across items listed by private sellers, starting in Electronics and coming to all eligible categories in the following weeks.

On here:
https://www.valueaddedresource.net/ebay-simple-delivery-managed-shipping/
it says:
eBay advises sellers to opt out of Simple Delivery if they would prefer to be able to arrange for collection, but that option will no longer be available to private sellers once use of the service becomes mandatory in Q1 2025.
CEO Jamie Iannone explaining to investors how Managed Shipping will be phased in to boost the company's revenue.
In Q4, we plan to expand managed shipping horizontally on an opt-out basis, before mandating the program for eligible items listed by C2C sellers during Q1 of 2025.

Read about 2/3 of the way down the page. CEO was quite clear SD would be compulsory for private sellers in Q1 2025

If I remember correctly a contributor from ebay.com quoted from the CEOs statement on the last quarter's earnings call. According to them, as the remarks were made as a commentary on a legally required filing of earnings report, that makes them 'official' ebay policy because they were pre-written, not an off-the-cuff reply to a question.

Oh stop it. Leaving feedback everytime I’m asked for it is a tedious waste of my time that I choose not to do, I don’t care if it takes seconds or hours and it isn’t my responsibility if eBay choose not to release a seller’s payment for two weeks.
And I don’t need to give you a link to anything stated directly by the CEO, others have already very kindly done so and its well known now that mandatory SD is happening before the end of March.
Denying it and continuing to make disingenuous demands for ‘proof’ won’t make it not true.

This is ridiculous. While I don't welcome the changes, they could have TOLD us that they were running scared of the changes they were implementing, so that we knew in advance. I specifically made changes this weekend to try to get one last roll of the dice at the old system before things altered for the worse. Now that was for nothing, and I've done myself out of possible higher sales. The releasing of funds 24 hours after feedback on untracked items IS welcome, though. I shall print some slips and enclose them with the items, explaining the situation, and asking for feedback. Not everyone will do it, but it will help. I don't mind the tracking element for things that fall under "small parcel" with Royal Mail - it's only about 15p more. But the extra £1.00 or more for tracking large letters would put people off small value items.
