I have posted a listing, how do i now, add best offer to that listing.

You will need to revise your listing. Under the price box, there is a toggle button which says 'allow offers'. Switch this on to blue and then save your changes.

Hello, will that toggle button be there if i have put a starting bid price? and also a buy it now price? because i can not see it. Many thanks.

No, not if both are used. It's for auction only or BIN only.

BIN  stands for Buy it Now.
