1. What is the situation if you sell an item that has already had ebays postage costs added to the item Then the buyer decides to collect the item?? How do you then get the postage costs that are charged by Ebay refunded?
2. What is the situation if you don't download and use the prepaid label? Would Ebay refund you?

The advice in this situation is always to cancel the sale and relist for collection only.
There is no other way to get the systems to line up or for the seller to get any seller protection.

I don't need any proof of delivery I get a certificate of posting, which is free, from the post office which covers me for up to £20 which is all the cover I need for the stuff I sell In 25 years I have only had to make less than half a dozen claims for Lost items.

Umm, you get a certificate of posting for items people collect?
Is that what you're saying or are you talking different situations?
And for collection via eBay you as a seller needs the buyers 6 digit code. Without it you have no proof the buyer received it and they can then do a not received claim and get a full refund.

As advised, cancel the order and relist with a collection option.
When a listing is set up with collection, once the buyer pays they receive a code which they give to their buyer when they come to collect their item. The seller adds the code to the order, and this is proof that the buyer now has their item.

When I sell an item I don't print anything from Ebay regarding proof of delivery etc. When I drop it off at the Post office, using postage stamps, I have CERTIFICATE OF POSTING forms on which I enter the name, house number and postcode the item is going to The person at the Post Office, just stamps the form..and gives it me back. That's my PROOF OF POSTING If it goes astray I can claim from the Post Office up to £20 value As I said in 25 years Ive only had to make 5 or 6 claims at most, for a Lost Parcel. And have always been compensated by ROYAL MAIL with no problems

Your thread title is "Buyer collects"
Your first post asks what happens if a buyer decides to collect.
& now you're talking about posting with stamps.
A cynic might wonder if the collect side of this thread is misleading and what you actually want is a workaround so you can post yourself.
If it's that, or close to that, maybe try being upfront about it.

You're not posting the item though, are you? Or are you? Your opening post is asking about collecting the item.
If you don't have collection as an option then the buyer doesn't get the code.
If the buyer collects the item and doesn't give you the code and then opens an eBay item not received claim, they'll get a full refund.

1. The buyer cant collect they need to supply you a code they will not have. cancel the sale they get all the money back and arrange to relist with collection only for them to buy.
2. if simple delivery the buyer paid for the label not you if you do as above they will get that label refunded.

What if you have paid the postage but don't use it or download it ??? I'm sure a few months ago I inadvertently clicked on the get label tab but never actually downloaded it and later got a refund, for something but I don't know what it was for??

The only time a seller would have paid for postage with simple delivery is if free postage was offered.
If the label wasn't used eBay would issue a refund

If a buyer wants to collect the listing must offer collection and the buyer must select it otherwise address details cannot be exchanged and there wont be a collection code to confirm collection to release payment to the seller.
If the buyer decides to collect after having paid for postage the seller should cancel and relist with collection only
