Are sellers allowed to inform a buyer a different buyer has sent a higher offer?

I couldn't find an exact answer to this question so I'll ask here, If a buyer has sent an offer through a message but a different buyer has sent a higher offer are you allowed to inform the buyer who has sent the lower offer that a different buyer has sent a higher offer? (Without disclosing any personal information of course, just letting the buyer know that you have received a higher offer so their offer will be declined)

There is nothing to stop you telling them that you unfortunately will have to reject their offer as you have received and about to accept a higher one. That way they may come back and increase their offer. 

 

Why don't you incorporate offers accepted into your listing? This assumes that you haven't done this already.

adding to the advice already given -

 

If there's an amount of messaging regarding making offers and you advising that higher offers have been made eBay might pick this up as a prelude to an off eBay deal.
