with the new simple delivery will we see less sellers starting there items at 99p now

I can't see why Simple Delivery would affect any sellers from listing their items with a 99p auction start price if that's what they've been doing and want to continue doing.

It will just appear as a starting price of £1.16..... (with BPF)

Yes - it's the BPF being added on that has pretty much wiped out the 99p start items.
