Anybody else sold an item for collection only and had their funds withheld for 31 calendar days? I have entered the 6 digit code to confirm collection, the buyer has confirmed collection, and yet ebay claim they need to wait 31 days to ensure the buyer is satisfied. I am certain that the buyer is satisfied because I have contacted them after the sale but ebay does not allow me to put this information anywhere on its useless app. I can't see ebay surviving in the long term....

Who told you you had to wait 31 days after collection to receive a payout?
If it was someone at eBay Customer Services I'm afraid they gave you the wrong information.
Once you scan or manually enter the QR code, this proves delivery and the payout is released 2 days later.
If your payout has not been released you may have some other holds for example if you are a new or returning seller then your payouts can be held for 21 days or longer.
If you've scanned / entered that QR code, and 2 full days have passed after collection but there is no payout, contact eBay Customer Services, explain the code shows the buyer has collected on ** day and can they please release your payout.
Lines have closed now you'll need to contact them tomorrow.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

The link you leave, is that for phone or chat?
I ask because with chat they send transcript and from what I understand, they don't with phone.

You are correct with a call back there's is no email to follow of the conversation and the link I provide is for a Call Back.
You can get a Live Chat this way:
Go to Help & Contact top left of your homepage, write in the question you wish to ask.
From the list of options that appear do not click on Contact eBay click on another, then down the right hand side a blue box appears for you to click on and connect with Live Chat.
If this is not possible on the app or mobile browser, you may need to use a laptop / PC and try Chrome, that works best with eBay.
