Have you registered for eBay's Managed P:ayments? It looks like you have not sold for a long time, and this could be the reason why your account is limited / restricted and you cannot list items.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

If your account is limited or as we call it restricted or suspended, normally you'd receive a message with instructions on what to do to solve your restriction or suspension. If you check your messages, the message from us should be there, and then you just need to follow the instructions to get an outcome on your restriction or suspension.
If after following the instructions you are unable to take actions to resolver your restriction or suspension, you can contact our customer service team, and they will be able to help you from there.
