I have checked and double checked my postage preferences and i can confirm i have all but the uk and northern ireland checked/ticked ,so any other country apart from the uk and northern ireland would not be able to purchase from me so my question to you is if i have all those other countries checked and excluded from purchasing from me are they still allowed to make me an offer? the reason i am asking is that one of the items i have up for sale i have a minimum best offer set on it and yet when i checked if anyone had sent me any offers i had received an offer from a member from the Ukraine and from another member from China yet i have those countries/continents excluded from purchasing from me and so how are they allowed to make me an offer i thought they would automatically get declined from sending me an offer

I suppose ebay want to give you the option of changing your postage preferences for the right offer.
To be doubly sure you can use this link to "Block buyers whose primary postage address is in a location to which I don’t post":

tick "Apply above settings to active and future listings" at the bottom and then submit.

Some buyers use forwarding agencies in the UK. Or have friends / family they use as a delivery address. Their main account may be in the countries you don't post to, but may use a UK delivery address.

I have a pair of binoculars listed with all countries outside the UK excluded and yes I have "Block buyers whose primary postage address is in a location to which I don’t post" so far I have had a bid from Mongolia and tonight a bid from the USA. Very recently I listed a camera with the same exclusions which was won by someone registered in the USA, after a few messages back and forth they didn't have a UK address or forwarding address, eventually they asked to cancel. It does seem like overseas bids are getting through, maybe by an Ebay error? I am thinking of accessing via VPN and checking what I can see but I assume this won't work as I am of course UK registered. Any thoughts?

I am a UK only seller too. When I look at the invoices on purchases, it is common for a seller to have an ebay account registered abroad, but currently a UK delivery address. As people have said, they may have simply moved here in the time since (perhaps to study), are using a friends address in the UK, or even a forwarding company.
But yes, I have found with auctions, buyers from abroad can sometimes win the auction, but are then unable to pay for their item, due to the settings.
