I’ve paid the postage for an item to be returned because the item was not as stated and they didn’t send me a qr code I’ve sent the buyer the evidence but is refusing to refund me

Who is refusing to refund you? the buyer? was a case opened?

There is no way on ebay to get a seller to refund postage that a buyer paid to return an item.
What you should have done was escalate to ebay when you didn't get a paid for label from the seller.

If you opened a case under the reason "not as described", the seller should provide you with a returns label for you to return the item, so you have to pay for the return. If the seller doesn't provide you with the returns label, then we could step in to assist you further. If no case was filed, I'm afraid we might be limited in terms of options to help.
If you did open a case, but you returned the item under your own terms, we still can help you to get a refund for the transaction, but depending on the evidence available to the case we might not be able to help you get the funds of the returns label back.
