While completing listing an item with starting bid of £100 i am surprised that the postage provided by ebay is only between £2.91 & £3.60 . The item is under 1kg and size of shoe box but I know that the post office would charge more than this to post so I am very sceptical to go ahead and list . In the past I had to cancel a postage label bought from Ebay and never got a refund so just don't trust this system. Is this new system compulsory?.

According to ebay just post it and they will cover it as long as it is less than 61cm and under 15kg ( i believe)
Yes it is compulsory for all private sellers unless it fits into certain criteria such as the above mentioned size and weight.

tracked 48 is covered up to £150 by Royal Mail plus you have eBay Compensation for both the seller and buyer
