I’m a UK seller and sold 2 items to a buyer in Australia last week and they have asked for an invoice. I tried, but get the message “The Global Shipping Programme already provides your buyer with an invoice for all applicable item, postage and import charges.”I assume this means that the items should be covered by the Global Shipping Programme, but how do I check if an invoice has been sent to the buyer by E Bay? I could cancel and relist, but I assume that would create a problem in feedback for the buyer.

Check with GSP that they can deliver the type of item you have sold to a Buyer in Australia.

Scroll down to Restricted categories and prohibited items on here:
But I'm sure your items are fine. It might be that your buyer has not received a combined postage invoice. To get that they have to put the items in the basket before proceeding to checkout.
An alternative is to cancel the current transaction via the dropdown actions menu for them on your sold list, and relist with postage direct to Oz on the listing for them to buy again.

I've just tried to contact GSP UK.
It gives GSP general Information, but goes back to Bay Customer Services when contact details requested.
Try eBay Customer Services in the morning to get through to Ireland who can be very helpful & will be able to solve/advise on the problem
