If you haven't already do so try requesting a call back from eBay Customer Services. It is often better to try first thing in the morning as you'll have a far better chance of getting a call back from one of the eBay representatives in Ireland, as opposed to an eBay representative located in eBay's Philippines-based customer service centre, thus reducing the risk of getting through to somebody whose command of the English language leaves a lot to be desired. To do so click on this link https://www.ebay.co.uk/help/eua?id=5275&mkevt=1&mkpid and when the next page loads up scroll right down to the bottom of the page, which is where you'll find the blue Have Us Call You button. Click on that blue button to request a call back and an eBay representative ought to phone you on the contact number that is registered on your account. The lines are open between 8:00am and 10:00pm from Monday to Friday, and between 9:00am and 6:00pm on Saturday and Sunday. If you discuss the issue with an eBay representative it may be possible to get the problem resolved so that you can withdraw your funds.

I've just checked this for you, and I can see that the option to request payouts is still there for you. If you still can't see it, I'd recommend clearing the caches and cookies of your browser and try again, or try a different browser.
